Ripple Wins Final US Trust Bank Approval, but RLUSD Issuer Remains Unchanged
Ripple has received final approval from the US Office of the Comptroller of the Currency to charter Ripple National Trust Bank, formalizing an additional federal oversight layer for its digital-asset custody and stablecoin infrastructure. The announcement should not be mistaken for a conventional retail bank opening or for a change in the legal entity that issues Ripple USD.

According to Ripple’s October 26 announcement, the OCC completed the process that began with conditional approval in December 2025. The new trust bank is authorized to manage segregated reserves supporting RLUSD, serve as collateral trustee for the benefit of token holders and, upon opening, provide fiduciary digital-asset custody services.
RLUSD itself will continue to be issued by Standard Custody & Trust Company, Ripple’s limited-purpose trust company regulated by the New York Department of Financial Services. That separation is important when investors ask which entity is legally responsible for issuing and redeeming the stablecoin.
A new supervisory layer, not ordinary deposit banking
A national trust bank generally performs fiduciary and custody functions under an approved charter rather than automatically offering the full range of deposit-taking and credit services associated with commercial banks. Buyers should avoid reading the word “bank” as proof that their stablecoin balances are federally insured deposits.
Ripple says the new bank’s role includes reserve management and a collateral trustee function, with existing BNY reserve custody arrangements and independent monthly reserve attestations continuing. Institutional clients will want to understand how these entities interact, who controls the underlying assets and what rights are triggered if the stablecoin issuer or another affiliate faces financial distress.
The charter also does not remove the legal difference between XRP, RLUSD and customer assets held in custody. XRP is the native asset of XRP Ledger and subject to its own market risk; RLUSD is a dollar-referenced payment token; custody assets may have rights defined by separate contracts. Their regulatory classifications and risk profiles should not be conflated.
What final approval changes—and what remains to be proved
For Ripple, final OCC approval reduces uncertainty about the organization of the trust bank and could support institutional adoption of custody and reserve services. But operational performance still depends on procedures for safeguarding keys, reconciling balances, managing counterparties and responding to stressed redemption demand.
The bank’s approved business plan extends beyond stablecoin reserves to fiduciary digital-asset custody. The company says these activities become available as the organization begins operations. It is not sound to assume every authorized service has already launched or that all customers have automatic access.
The timing also intersects with implementation of the GENIUS Act payment-stablecoin framework, whose relevant OCC rules have an effective date of January 18, 2027. The federal charter and the legislation are related developments but not interchangeable legal events.
The next useful evidence will be detailed disclosures showing the trust bank’s operating structure, supported custody products, applicable reserve controls and service eligibility. A final charter approval is a milestone in corporate regulation; the durability of client protections depends on how those rules operate in practice.
